Обновление ACP до 8.1.1

This is a "cleanup" release for ACP 8.1. No new features were added.

Changes and Bug Fixes:
• A change to observing initialization was made to reduce the time needed for some mounts, and to eliminate historical logic that is no longer needed.
• Fix the weather server support logic for a timing hole in reentrancy protection (a new 8.1 feature that needed a bit more work).
• Fix the feature that locks out live observing in the web interface when the scheduler dispatcher is active (a new 8.1 feature that somehow got dropped from the laster code tree).
